In 1992, the briefcase carried by ex-Reichsleiter Martin Bormann in his escape from Germany to South America in 1945 is discovered in the wreck of the submarine used in the escape. In it is a document signed by the Duke of Windsor revealing a plan for him to ascend the British throne upon a successful German invasion of Britain. Terrorist Sean Dillon is recruited by his former nemesis Brigadier Charles Ferguson to keep a high British official from revealing the secrets for his own ends.
